Oyo State Government owned 11MW independent power project nears completion, to be commissioned this quarter

WED APRIL 03 2024-theGBJournal| The 11MW hybrid independent power project (IPP) development awarded to Elektron Energy by the Oyo State Government will be delivered this quarter, according the State Government.

The power project situated at the Oyo State Secretariat, Agodi, Ibadan, comprises 10 MW gas-fired power generation and a 1MW PV solar solution, and the contract is been executed through the Ibadan Hybrid Power Limited (IH Power) a Special Purpose Vehicle.

The IH Power will also be responsible for managing the distribution infrastructure through Ibadan Hybrid Distribution Limited, which hold an Independent Electricity Distribution Network (IEDN) license.

It is projected that the ongoing Shell Gas Pipeline project will supply gas to the power station.

The Shell Gas Pipeline was initiated in September 2020, after a meeting between Governor Seyi Makinde and the management of Shell Nigeria Gas (SNG).

A Memorandum of Understanding (MoU) was signed between the Oyo State Government and SNG for the construction of a Pressure Reduction & Metering Station (PRMS) and ancillary gas supply pipelines by Shell Nigeria Gas.

The construction of a Pressure Reduction & Metering Station (PRMS) and ancillary gas supply pipelines is funded by Shell Nigeria Gas on a Build, Own, Operate and Transfer (BOOT) basis. SNG will transfer the infrastructure to Oyo State after fifteen (15) years.

The project, awarded to Slot Engineering for Earth Works and Civil Engineering, commenced in May 2022 and has a project duration of six (6) months. Once completed, the project will supply gas to the Oyo State Independent Power Project (IPP) and other gas projects in the state.

Meanwhile, when completed, the Oyo IPP will serve as the main power source for the tribid power system of the Light Up Oyo project.

The project is also designed to serve the energy needs of various infrastructural facilities in Oyo State as outlined by the state governor, Seyi Makinde, recently.

Specifically, when completed, this 11MW hybrid power solution will among others, power:

– 12 healthcare facilities, including Adeoyo Maternity Teaching Hospital and State Hospital Ring Road. As you may know, our administration has invested heavily in world-class diagnostic and treatment equipment at these hospitals with a direct impact on about 15,622 patients annually.

– The Lekan Salami Sports Complex, Adamasingba. When we commissioned the main bowl in September this year, some people went to town to say we commissioned a swimming pool. Well, I am happy to tell you that the so-called ‘swimming pool’ may soon be approved by the Confederation of African Football as the new home for the Super Eagles 2022 playoffs!

– This IPP will also power not less 10km radius of public lighting under the ‘Light-Up Oyo’ project. And of course, as we say, where there is light, there is security and economic development.

The Oyo State IPP is part of the framework the Oyo State Government is putting in place to meet the energy needs of Oyo State citizens.

According to Governor Makinde, ”Although this project will initially serve Oyo State Government facilities, we are already thinking of incorporating similar projects into our administration’s vision to facilitate the expansion of the state’s economic base by making power available to industrial catchments. For example, the Moniya Business District.”

Other strategies the Governor Makinde’s administration is deploying to make energy sufficient include: installing solar-hybrid mini-grids in rural communities, the Oyo State-Shell Nigeria Gas Limited Pressure Reduction & Metering Station (PRMS), the Oyo State Electricity Regulatory Commission Law which is a major step towards ensuring improved electricity supply as well as policies, and seeking investors into the energy sector.
